Decking. Decking, which is the sheathing under the roof, is commonly made of plywood or oriented strand board.  Water leaking through a roof may cause the decking to rot.  Because nails hammered into rotted decking will not hold, rotted decking must be replaced before a new roof can be installed.  However, it is difficult to know how much decking, if any, must be replaced before the old roof is torn off.  Therefore, a common industry practice is to give a firm estimate on the tear-off/replacement roof and a firm estimate per unit of decking which must be replaced.  To prevent unnecessary replacement, homeowners should ask the company to set aside damaged decking for their inspection. 

Re-roofing. Putting a new roof over an existing roof is a legitimate practice, provided the correct materials are used, the house has not already been re-roofed, the decking is in good shape, and the truss and house structure can handle the weight.  However, tearing off the old roof  is the only way to ensure that the decking is not damaged.  When you re-roof, you assume that the decking is in good shape.  Consult a reputable roofer to determine if re-roofing is a viable option.  As one industry expert put it, "Re-roofing is not the best practice, but it is an acceptable industry practice."
